Approval or award
A resolution or contract identifies an approved ceiling, term and supplier. Options and renewals may never be exercised.
Delivery and use
An invoice, acceptance record or dated agency report may establish a later step. Fleet service and actual spend each require their own evidence.
Miami-Dade’s approved helicopter contract
The county’s May 2024 resolution R-451-24 approved a contract with Airbus for four helicopters, training and support, with an overall amount not to exceed $43,354,298 over an initial five-year term and two five-year options. The staff memorandum separates $26.6 million for purchase, warranty, spare parts and training in the initial term from a $16,754,298 15-year allocation for a full-components airframe support program. These allocations are components of the maximum, not amounts to add on top of it or proof of cash spent.
The same source describes a delivery schedule that was prospective when written. To report the later fleet accurately, a researcher needs more recent delivery and operating evidence.
