Agency and operator
Name the government buyer or mission sponsor and separately identify who actually operates the aircraft. An equipment vendor or a one-time contractor mention is not an operating program by itself.

What counts as a program?
PSAIR organizes Florida public-safety aviation research around the agency or operating arrangement responsible for a continuing aviation capability. A helicopter, fixed-wing aircraft and drone can serve the same agency without automatically becoming three separate programs. A regional rescue partnership can include several participants while one agency operates the aircraft.
Three distinctions to check
Aircraft and activity
A registration can help identify a model and registered owner. It cannot prove that an aircraft is available, flying or assigned to the claimed unit on the research date.
Shared missions
Rescue crews, partner agencies and pilots may cooperate across organizations. Record the relationship before counting another program.
Florida examples
The Florida Forest Service aviation equipment page describes patrol and fire support roles. It is a useful starting point for roles and aircraft types, while current deployment and status need dated checks. Miami-Dade County’s 2024 helicopter contract resolution illustrates another evidence boundary: an approved four-aircraft purchase and a 15-year contract ceiling do not, by themselves, prove how many aircraft were delivered or in service in September 2026.
