1. Public-source research

PSAIR compiles and analyzes information from public sources that may include agency websites, budgets, procurement portals, meeting records, contracts, FAA records, capital plans, public records, industry materials, and other published sources.

2. Not an official source

PSAIR is not an official agency publication and is not the issuing authority for any solicitation, budget, contract, award, aircraft record, policy, or program. Official agency and procurement sources control.

3. Time-sensitive information

Public-safety aviation information changes. Solicitations close, challenge periods expire, budgets are amended, aircraft registrations change, awards are protested, programs are reorganized, and source pages may be delayed or removed. A PSAIR record reflects the evidence and publication cutoff available when that record was last reviewed.

4. Verification standards

PSAIR distinguishes between facts that can be verified and signals that remain unresolved. Registration does not automatically establish current operational status. A budget request is not treated as an executed award. A contract ceiling is not automatically treated as actual spend. A reserved aircraft registration is not treated as a completed acquisition. Conflicting information may remain unresolved until it can be reconciled.

5. Opportunities and procurement

Opportunity listings, previews, alerts, and monitoring updates are research aids only. They do not replace the official solicitation, addenda, procurement portal, agency instructions, deadlines, eligibility requirements, or legal terms. Users should verify every procurement directly with the issuing entity before relying on PSAIR information.

6. No recommendation or guarantee

PSAIR's identification of an agency, vendor, fleet, procurement, budget item, replacement signal, or commercial opportunity is not a recommendation, endorsement, forecast, or guarantee of a purchase, award, contract, funding outcome, or business result.

7. Advisory and conflict screening

Public editorial research is separate from paid commercial work. Paid research, proposal, capture, referral, or advisory engagements may be declined after conflict screening. See the Conflict & Independence Policy.

8. Corrections
